I think you would be better steering clear of tying kits and just buying the basics to start off with. A lot of kits will contain items you will never use especially if you are just tying salmon flies. Some of the kits i have seen contain inferior products as well. A cheap vise, hackle pliers, scissors and bobbin holder will be enough tools to get you started.

I would have to agree; most of the kits that I have seen have been full of cr@p that you will rarely use. I think some of the shops use them to get rid of excess stuff that they cannot shift.
The tools mentioned above are about right. With the inclusion of a tube holder attachment if you intend to tie tubes. I like to apply the finishing varnish with a needle or similar, but anything will do.
Materials to start with would be; red and black threads (I use 8/0 size but you may be better with 6/0 to begin with); red, yellow, and black floss; Silver and Gold tinsels(flat and oval) and wires; red, orange, yellow, and black bucktail; red, orange, yellow, blue, black and badger hackles (I wouldn't go splashing out a fortune on good capes to start with, unless you're loaded ;D); golden pheasant tippet and rump feathers; natural squirrel tail.
A bit of orange and pearl twinkley stuff for adding to tails and wings won't go amiss.
These materials should see you alright for tying flies that are known takers of fish. If you know anybody that does tie flies, they will probably have half finished capes and other bits and pieces lying around to donate.
