I'm sure someone will know better but i have heard stories of seals many many miles up rivers, particularly on 'big' rivers where access is easier for them.
I just can't picture a seal going over the sill at Wylam and then swimming up the fast water to hagg bank...

Estuary 20 miles long - wow
I've seen seals in the spring up as far as Maryculter on the River Dee, just a few miles below Park.
On the River Don, they have been spotted as far up as Parkhill which is a fair bit up from the tidal limits.
Just goes to show how desperate they can get...!!!

My local small spate river has had seals about 4/5 miles above the tide but very rarely. Fairly common to have them in the first mile above the tide!!!

A few years back on the Ribble a seal decided that it was going to live in pool about 5 miles above the tide for the whole winter and it would have done too if a very loud bang hadn't "scared it off", it was not seen again. Sill not as big a problem as the cormorants.

I have seen them on Kercock several times over the years but there certainly was one a few years ago on the Murthly No 2 beat late in January, which as far as I know is as far up the Tay as one has ever been seen. As the river flows I would hazard a guess at 20mls above the tide and a further25 from the sea proper.

I have seen a seal on the River Great Ouse near Huntingdon. That's a good 40+ miles from the sea.
