This could be interesting, just one of those ideas that us Yorkshire halfwits come up with after a night on the single malts.
I'm planning to borrow a line or two from the line pool. All of my fishing is done in Scotland, a minimum of two and a half hours drive and £30 of fuel. I've not fished in England for 20 years so have no need for a rod licence. Where would I stand if approached by an official when practising casting/ testing lines. From what I could gather on the EA website you MUST have a rod licence if:
You are fishing
You have been fishing
You can be reasonably expected to commence fishing in the near future
If all I had in my possession was a rod and line, ie, no flies etc, would I be within the law? Practising casting cannot possibly be construed as fishing can it? As far as I see it, it would be impossible to catch fish with just a rod and line.
I'm not trying to bend or break the law but see no reason to buy something that I will never use. I'd rather put the money into things that I will use.
This may just be an academic point because to be honest, I'd really rather go to a river that I could actually fish and it's worth the money and time just for the peace and quiet.

I think you'd be ok without a licence Dan. If you don't have any flies, you can't be fishing can you.
(I assume you aren't practicing your casting on a prime salmon pool on the Yorkshire Esk!)
If in doubt, get a trout licence and put a trout fly on the end!

I think the nearest water with a bit if flow to me would be the Calder between Halifax and Huddersfield and I don't think that river has seen salmon for 2 million years! Possibly more.

Provided that you only had a piece of wool on the end, and weren't carrying any flies with you, I think it would be hard for any bailiff to argue that you were fishing, had been fishing or could reasonably be expected to do anything other than practice your casting in the near future.
If you get arrested and take to court, a copy of this thread might be useful as evidence that you had set out with the sole objective of practicing!
