Maybe not quite as productive fishing association waters, True! but still very enjoyable never the less and on their day can provide some great sport. So as far as I'm concerned lack of funds is no excuse for behavior like that.

realistically if he didn't pay to fish on this beat then he has nowhere else to fish and would have to give it up. Why?

The anglers action is helping to keep the costs artificially high. The owner will push the rents until the demand goes soft. If the angler is keeping himself in the running beyond what is affordable, then he's distorting the market for others who may be able to afford slightly more than he can, but less than he covers by selling fish.
The man's a selfish fool.

The angler has a situation whereby a problem he has, restricts his fishing in his locality, also he does not have the means of travel. I have to limit what I say because someone looking at this web site knows who I am, and I have just received flak for not disassociating myself with such a person. This person thinks it is bad enough that I use the "dark arts" some of the time (spinning & bait fishing), never mind associate with someone who kills fish, and then sells them (strange because I have a photo of that person proudly crouched beside a number of carcases, but times change).
In actual fact the angler's actions in negotiating the increases are keeping the costs down, were it on the market the owner could get double or triple the rent. That is because there are lots of people around with a lot of money, the kind of people for whom £10k isn't much money and for whom £1k is loose change.
I can not approve his actions but I can not condemn him because certain peoples views have changed on killing fish, people who usually have killed a lot of fish themselves. It is strange but when people feel comfortable to talk, and feel they aren't going to be persecuted for their beliefs, many people admit to not liking enforced catch and release. I would say that on average, people want to keep about 6 salmon per year and would be happy to return the rest. Should we not introduce tags? This would be a way of bringing in nationwide enforcement of catch and release, still a serious issue in some areas.

RPS, as you are a friend of the person in question, could you not provide alternative arrangements regarding transport and fishing for this guy? If only to save him from himself and his misguided ideas. Why not point him in the direction of some affordable fishing and show him how it should be done?
What I mean by this is show him how to behave in today's society. Killing fish to pay for a permit to fish is very bad. Killing fish is not good at the best of times, they are hard enough to catch with the numbers we have now, let alone with the numbers we may have in two or three years time if things continue.
How will he cope with next year's price increase? Catch more fish? Kill more fish? What if the gravel moves? Will he then move on to robbing post offices? I am not trying to take the p*ss here, just trying to make a point. What he is doing is illegal and should be stopped. His friends should be the first ones to try to stop him. Failing that, the authorities should be notified of his activities, they are capable of more than just "sending him to Coventry".

If you have a market, people will adapt to it. I would not criticise the angler in question.
If it is is his local water, he will do what he has to do to continue fishing it. Not everyone has the opportunity to work more to pay the etra 1k for the fishing. If selling fish is what a member of the working class has to do to keep fishing his river, then good luck to him and to hell with those who would criticise him.
Don't blame him, blame the fishing market!
