Paid for my licence by direct debit about 1 month ago and still not received it yet. Last time I rang up they said it would be in the post soon and blamed the delay on a broken printer! Yet another thing that they can't seem to manage.

I always buy mine from a Post Office, then I know exactly when the start time is, and I have that VERY expensive piece of paper to say that I now funding a new vehicle for someone in the E.A.

Not sure why you should have a problem at a post office, as it is just a case of giving over your details to the person behind the counter, then they issue you with your license, after you handed your money over.
All post offices have licenses.
