river tweed?????

hello lads,
a question for those of you, who are familiar with the tweed.
a friend, is having a week, in late september.
he is unsure, about the spin rules, which date does it cease.
normally, he only fishes the fly, but , should there be rain,
he thought he may take the spinner...
just had a week, in west wales. didn't see a salmon all week.
not many sea trout either..
rain is needed badly...
did have a couple of nice days, on the welsh dee, the fly for
trout and grayling, beautiful river.......tight lines.......gavan.....
